Move Consulting support development of behaviour change training to activate communities as part of Commonwealth legacy drive.
The Challenge
As part of their Commonwealth Games legacy ambitions, Black Country partners set out to create a Community Activation Academy—a training and engagement platform to support local residents in becoming confident advocates for physical activity.
They recognised the unique influence of public-facing roles—such as Community Connectors, Social Prescribing Link Workers, and volunteers—who are already embedded in neighbourhoods and trusted by the people they support. To harness this “messenger effect,” Move Consulting was commissioned to co-develop an accessible learning solution that could build knowledge and confidence in these roles.

Our Approach
Move Consulting worked collaboratively with Black Country partners to develop a modular eLearning course that formed the foundation of the Activation Academy’s learning offer.
As part of our development process, we facilitated a series of consultation meetings with Community Activators - the very people the course was designed for. These conversations provided rich insight into what learners needed, how they preferred to learn, and what barriers they faced when trying to support others to be active.
This ensured that the final course was grounded in real-world relevance, spoke the language of its users, and added tangible value to their everyday roles.
Elaine McNish, Move Consulting Director added:
“By engaging directly with the target audience during development, we ensured the final product didn’t just ‘talk at’ learners—it spoke to their experiences and gave them tools they could use straight away.”
What was delivered
As part of this project, Move Consulting co-developed:
Project impact
The training solution now sits at the heart of the Community Activation Academy, enabling the Black Country to build a growing network of confident community messengers who can advocate for physical activity as part of everyday conversations.
By combining behavioural insight, user engagement, and accessible design, the programme supports a sustainable, people-led approach to growing participation and wellbeing at a local level.
